Technically, it was Master Xehaanort who first wore the cloak!
(The scene where Master Xehanort brings Ventus to DestinyIslands. He is wearing the cloak.)

yes well from what I have seen Xehanort comes in two forms in 3D, His heartless form wich sora fought in the first game and that riku must now fight, and his Nobody form wich was destroyed in KHII and that is who Sora has to fight. all in all though I think that the new Xehanort will be a hibrid of one of the two and a dream eater for the final boss/bosses in 3d...so basicly he could be all three.

it was just a suggestion. anyways they may be part of the dream but that don't mean that the danger isn't just as real in the real world.

most likely but if they had to face Xahenort at his full strangth he would probably be in his old form. you know what they say, "With age comes knowlage, and with knolage comes allmighty power."

His old body is too frail. Obviously because of old age. For this reason, he seeks a new vessel.

Now, he is younger and (most likely) retains prior and impending knowledge.

He would be unstoppable in his new form.

In other words, he needs someone else who can be a nice body to suit him well in the near future.
